The illegal parking in a residential area is a serious problem. Recently, they have broadcasted an interesting case at Nishidai housing area in Itabashi-ku Tokyo, Japan. They have a large marketing mall nearby with an enough large pay parking lot. However, outsiders to visit the mall tend to illegally park on a private road in the multifamily housing’s site. Because the patrol of the police is difficult in the private road, the habitants have much troubles such as minor collision with inhabitants, or traffic obstructions. They must develop their own tow-away policy: without direct fines by the government, they have to form a policy group against illegal drivers.
