アブストラクト Compared to English speaking countries, non-English speaking countries have disadvantage in attracting international students since many international students prefer to have education in English, which is taken up as the first foreign language in the secondary education in many countries and is the most widely used language in the academic world. The author also assumes that the cost (including opportunity cost) of international education is higher in non-English speaking countries than English speaking countries since the universities of non-English speaking countries need to provide the local language courses and/or courses in English to the international students to facilitate their life and study; these courses result in the additional cost and efforts for them compared with the universities in English speaking countries. It is also assumed that the cost of international education is higher in the non-English speaking countries with the lower English proficiency (as represented by the average score of TOEFLE or IELTS) than the countries with higher English proficiency: the teaching staff whose native tongue is not English need to spend additional time and energy (opportunity cost) to prepare their courses in English. In the similar way, the cost of international education will be higher in local cities than metropolitan cities in non-English countries since it is more difficult for them to recruit teaching staff with high command of English in local cities where they found less international schools for their children and hospitals which can provide services in English than the metropolitan areas. Upon these hypotheses, the author compares the expenditure of international students such as tuition & fees, scholarship or tuition fee exemption in Japan, Korea, and USA. The expenditure of international education born by universities will also be compared among these countries and between local cities and metropolitan area. Since the cost of international education in non-English speaking countries is higher than English speaking countries, this cost is partly born by the government in the form of assistance to the universities for their international education and as scholarship to the international students. This study will shed the light to the mechanism of sharing the cost of international education by government, universities and students in these countries and promote the discussion on the relationship between the international education policies and budgetary support.
