Technical committee of Kyushu branch of Geotechnical society has been studying the ways to facilitate the recycle problem of construction surplus soil and waste in the light of "sustainable development" and from the viewpoint of the geotechnical engineering. The goal of technical committee aims to evaluate the cost effectiveness of environment-conscious recycling method and to propose a concrete design method for the soil structures using recycled material. The Keywords for the effective utilization of construction surplus soil and waste which the committee noticed are 1) technical aspect (engineering property), 2) economical efficiency (environmental cost of recycle), 3) safety (environmental impact), 4) legal system and 5) IT.
